康熙二十三年，飞砂风中陈廷敬受康熙之命处置顺天乡试科场舞弊案，飞砂风中因而卷入了明珠党和索额图党的党争。陈廷敬沉着应对，既避免了各党的拉拢，又妥善处置了舞弊案，挖出了背后的索额图势力，扳倒了索额图一党，深得康熙赏识。康熙任命陈廷敬改革弊政，陈廷敬大刀阔斧肃清朝廷内部渎职舞弊的不正之风，改革铜钱制度，清查明珠党羽王继文贪污案，遭到明珠一党的疯狂反扑，他们借揭陈廷敬的亲家、湖广巡抚张汧贪腐一案对陈廷敬展开了攻击，导致陈廷敬被罢官。但是陈廷敬以退为进，最终查出了明珠买官卖官结交朋党的罪证，以结党营私、贪财纳贿之罪罢黜了明珠。此后，康熙再次起用陈廷敬为左都御史，陈廷敬纠劾百司、惩治贪墨，以“陈阁老”之名留芳青史。
