罗达是一名毒品专家，春暖毒品贩卖遍及东南亚地区。菲律宾警员艾力无意中逮捕到由香港往菲验货的罗达，春暖由高志鹏受命前往菲押解罗返港，不料途中被罗之手下救走。高虽受重伤亦决意留在菲缉拿罗达归案。 此时，艾力和日本国际刑警大岛柔美奉命协助高，由于两人性格不合，闹出不少笑话和误会。但追捕歹徒的过程仍充满凶险，殊不知还有更大的阴谋等着他们。
